Permits, Licenses & Taxes
The City's Tax Department enforces and collects business and occupation tax as described by city ordinances, and assists every business — large and small.
Forms & Documents
Download and print the necessary forms, fill them out as completely as possible, and bring them to City Hall for finalization. You may also email completed forms to the Tax Department.
Building Permit Application
Required for any construction work within city limits. If doing the work yourself, list “self” as the contractor.
Revised Building Permit Ordinance
Revisions adopted 1/12/2022. Review before applying.
Business License Application
New businesses complete the Privilege License Application to obtain a City Business License.
B&O Tax Form
Used to report and pay your quarterly or annual Business & Occupation taxes.
Building Permits
If you are going to be doing any construction work within city limits, you will need a building permit. If you are doing the work yourself, fill out “self” in the contractor section. If a contractor is completing your work, they must complete the application and hold a current City of Keyser Business License.
If your project is in the flood zone, there is an additional form available from City Hall. The cost of the permit depends on the price of your project — refer to the fee schedule available at City Hall.
Business Licenses & B&O Tax
If you conduct business within city limits, you need a City of Keyser Business License. Fill out all requested information on the application and provide a copy along with your state license to City Hall. Please allow up to a week to obtain your license after turning in a completed application with a copy of your State Business License attached.
If you do not have a state license, obtain one through the State of West Virginia's One Stop Business Portal.
Once licensed, you file either quarterly or annual B&O tax returns — whichever you prefer. Annual accounts pay once a year and receive a $10.00 exemption (applied at the bottom of the tax form). Quarterly accounts may apply a $2.50 exemption to each quarter. Forms turned in late are subject to penalties.
